Since SAP acquired Business Objects, the certification process of Business Objects is also changed as per SAP certification and it requires candidate to have SAP user id while registering for examination. However there is no defined process to get the SAP User id as its given only to customer/partners and case by case basis to independent consultant.
Following are the steps to get your SAP User id
If you are independent consultant and you are associated with SAP as customer or partner then follow following steps
1. Contact SAP by using following URL.
https://www36.sap.com/asia/contactsap/index.epx ( This is Asia specific, you can do a Google to find your region specific contact URL)
list down details and ask for SAP User id.
2. You will receive and email of acknowledgement.
3. Some one from SAP education will contact you on your email asking for your details.
1. Name
2. Address
3. Phone Number
4. Organization Details
4. Replay to email saying your not associated with any organization but you would like to get certified on Business Objects.
Also, attach your CV for review as for independent consultants SAP User Id is created based on there experience and profile.

I followed the 1st process and I got my SAP User Id (Starts with S/C/D) within a weeks time.
